Start working as an assistant for a small firm or freelancer and be his/her shadow. You can learn a lot more and get access to a lot more, getting into a larger firm will take you 3 to 4 years even before they give you root access.
Not sure why you would want to learn windows if you want to be Linux Administrator, I hope I read the question right.

im not sure what youd need for windows administration, but i know that the best thing for linux would be RHCE (Red Hat certified engineer), its the only qualification that your actually tested on a live system, I think that you should be able to sit all the courses to learn and get qualified for about $12,000 nz. probably less for us. youd naturally be required to spend your own time revising the things you learn on the courses as i think that all the full courses adds up to about 4 weeks spread out over several monthes, at the moment I’m studying for RHCT (lower level than RHCE) ,I’d reccomend setting up your own network (2 or 3 pcs) running red hat or a similar distrobution of linux, im told all linux distros work the same apart from a few different commands and the systems directories are different, so you should, (if you cant afford to buy red hat) use a similar one apparently CentOS is a very close match. Feel free to email me if you want some more pointers on what ive learned so far. Oh an im guessing that if you were to learn windows networking youd want to aim for MSCE, its completly theory based so you can sit it all from home without taking any courses but again, itd probably be easier to.
